This is actually a form of theft under section 420 of the Penal Code,

Cheating and dishonestly inducing a delivery of property.
420. Whoever cheats and thereby dishonestly induces the person deceived to deliver any property to any person, or to make, alter or destroy the whole or any part of a valuable security, or anything which is signed or sealed, and which is capable of being converted into a valuable security, shall be punished with imprisonment for a term which may extend to 10 years, and shall also be liable to fine.

The culprit will be charged in Court on 23 November 2006 for an offence of Cheating under Section 420 of the Penal Code, Chapter 224. If convicted, he shall be liable to imprisonment for a term not exceeding 7 years and fine.

In addition, Minister (Home Affairs) Wong Kan Seng states in Parliament on 21 Jan 2008,

The most common [online cheating] situation is where someone places a false advertisement of a product or service on the Internet to induce victims to place orders online and make electronic payment. The victim then realises that he has been cheated only when the goods fail to arrive.

Online scams constitute cheating offences and are punishable under the Penal Code with imprisonment terms of up to 3 years or 7 years [2].

[2] Afternote: Online scams can be punished under Section 419 (cheating by personation) and Section 420 (cheating and dishonestly inducing a delivery of property) of the Penal Code. These sections then carried a maximum jail term of 3 years and 7 years respectively. With revisions to the Penal Code in force from 1 Feb 2008, the sentences of both these offences have been upped to 5 years and 10 years respectively.
